Make newly built defense systems active the moment they are built

I mean why not?
If you were to deploy a weapon in the middle of the battle it'd still count right?

That gives an even broader way to counter an offensive.

If this were to be implemented, I think it'd also make sense to affect the rate of construction in a warzone. It's probably harder to build something while there's bombs raining down all over the place.

it also seems unfair to be able to build defense systems in an area that is under attack, you will be able to protect whichever region you want, where is the ''surprise'' the fun part and so on.

Yeah, I think it might be better to block new infra being started in battlefield regions. Possibly with exceptions for Tank Traps and Bunkers since they make more sense during war than in peace (usually). I think it's reasonable to allow already-started projects to be worked on (possibly with a production penalty, and possibly also with them taking effect on the current battle once completed).

I don't think there should be an exception for Tank Traps and Bunkers you have already written it:

I'd approach it from a different perspective. Look at it like this:

If you allow building infras while under attack, that helps the defending side
If you don't that helps the invading side

I'm all for balance, so depending on how you want to do that, you could "boost" both sides.

What's interesting is the strategy itself, the more tools you give to be able to attack/defend with, the more variables you introduce to the WM.
