WM first aid

I'd like a setting for the government (defense minister, cp, vp I guess) on battles for a semi automatic FA setting.
After all, the state has it's own stockpile of weapons, first aid and everything else.

Say the def. min. sets 300k of FA in a specific battle, from then on the first aid pool will be kept around 300k by using the state's medicines automatically, and either periodically, or instantly when the pool changes.

Does that makes sense?

Yeah maybe I wasn't clear, so you'd still be able to do it manually, in fact you'd have to, the state wouldn't provide FA automatically each battle, this is for priority battles where the leadership wants FA at all times!
